New File Format - .VGM SFX Update

**Intended for GB Studio and other retro consoles**
Because of the way hUGETracker exports .vgm files, there are two versions of the files: "Gameboy Speed" (intended for GBStudio) and "Base Speed" (exported at the original .UGE speeds). While "Gameboy Speed" is the current recommended version, "Base Speed" has been provided as some consoles/emulators may play back these files differently
The file "hUGETracker-VGM Export Guide.txt" contains information for those that would like to export from .uge to .vgm themselves and have playback at least sound more accurate in GBStudio
Overall, if SFX are too quiet or unbalanced, my current recommendation is to edit the UGE file in hUGETracker (or directly in GBStudio), the SAV file in FXHammer, or otherwise access the file with the tracker/software of your choice.
